​To improve the quality of life within the community by serving offenders both incarcerated and recently released, and their family members through substance abuse counseling, mental health counseling, education, preventions activities, and re-entry efforts, enabling clients to become productive citizens.

Dr. Thomas

Northern Regional Director


Dr. Thomas has his Bachelor of Arts in Counseling Psychology, Masters in Counseling Psychology and a Master in Business Administration; he also has his Doctorate of Philosophy in Counseling Psychology as well as a Doctorate of Theology. He’s also a Certified Addictions Professional (CAP). He has more than twenty six (26) years of experience in the Mental Health and Substance Abuse field. He has experience and provided training in the areas such as but not limited to Crisis Intervention, Behavior Modification, Cultural Diversity, De-escalation, Conflict Resolution, Anxiety, Depression, Anger Management, Marital and Family Relationships and Co-occurring Disorders.

Mayli Clark

Director of Quality Assurance

Mayli has been with The Unlimited path since 2000 and performs start up, management of and continues to provide training in intensive outpatient, residential therapeutic community and outpatient programs throughout the state of Florida. Ms. Clark has a BS in Criminal Justice and a CCJAP (Certified Criminal Justice Addictions Professional). Ms. Clark is a Thinking for a Change Facilitator and an Impact of Crime Facilitator.

May-Li provides oversight of Operational Review Audits, Comprehensive Program Evaluations and DCF applications for the agency.

Bertrand Randolph

Founder and President

He graduated from Park University with a Bachelor of Science in Addictions and a Master in Public Administration. As a result of continued education in the field, he received an additional Master Degree from Troy State University in Counseling and Psychology. Recovering from the disease of addiction over the past twenty-seven years, Bert became disenchanted with the vision of substance abuse treatment and thought that by creating his own agency, he could develop a more cohesive treatment episode that focused on the whole person and not just the current presenting problem.

Bert Randolph is a Certified Addictions Professional in the State of Florida and a Certified Batterer’s Intervention Assessor and Facilitator. He is a Licensed Mental Health Counselor and a Qualified Supervisor. Bert serves as the Executive Director for The Unlimited Path and has a natural ability to see global concerns in the field.

Terry Harmon

Southern Regional Director


Ms. Terry Harmon has her Bachelor of Science and Master of Science Degree in Criminal Justice. Ms. Harmon is a Master Certified Addictions Professional (MCAP). She has more than 17- years’ experience in the Criminal Justice System and 7-years’ experience in the Substance Abuse/Mental Health Field. Ms. Harmon is also a Certified Thinking for a Change Facilitator.

Dr. Rosalind Townsend

Statewide Trainer


Rosalind L. Townsend, Ed.D. joined The Unlimited Path, Inc. in September 2012.  She has served in the roles of Substance Abuse Counselor, Clinical Supervisor, Program Director, Unit Manger and currently in the capacity of Statewide Trainer for the organization.  She has over 16 years of experience in the social service field working with at-risk youth and adults, including substance abusing and HIV/AIDS populations.

 Dr. Townsend has extensive experience working in both residential and outpatient treatment settings.  She has a vast amount of clinical knowledge in the areas of Cognitive Behavior Therapy, Models of Clinical Supervision, Ethics, and Research. Dr. Townsend utilizes a variety of treatment modalities to promote a unique perspective in problem solving with clients and staff alike.   

Dr. Townsend holds a Bachelor of Arts degree in Communications, a Master of Science degree in Counseling and Human Development, and a Doctorate of Education degree in Counseling Psychology.  She is a Certified Addictions Professional, Certified Master Thinking for a Change trainer, and Certified CPR, First Aid, and Blood Borne Pathogens trainer.

Dr. Townsend’s personal philosophy is grounded in her belief that knowledge shared is knowledge gained.  She combines her clinical expertise with her passion for teaching to promote the agency’s mission by training staff to implement evidenced based curriculums to clients in ways that will enhance their knowledge acquisition of pro-social thoughts and behaviors, ultimately assisting with becoming productive members of society post incarceration.

Tera Perry

Central Regional Director


Tera Perry has passionately served the community since 1990. She started out in the Health Care Industry working directly with the elderly population for 10 years inside Nursing Homes. During this time she obtained her Bachelor’s Degree in Health Care Administration from St. Leo University and Interned as an Assistant Nursing Home Director. While developing skills to assist those in need, she continued her passion to serve the community in the Mental Health Field and later working as a Child Protective Investigator for the Department of Children and Families.

In 2004, Tera Perry became sworn in as a Capitol Police Officer with FDLE in Tallahassee, Fla. This career led her to later become a Detective focusing on Child Sex Crimes with the Columbia County Sherriff’s Office in Lake City, Fla. She was involved with ICAC team, (Internet Crimes against Children), was a liaison for CART (Child Abuse Response Team) which is a muliti-jurisdictional team assisting in missing children directed by FDLE.  She has completed the necessary requirements during this time to act as a Hostage Negotiator completing the Basic and Advanced courses. 

In 2009, Ms. Perry achieved her Master’s Degree in Industrial Organizational Psychology from Capella University and pursued a career teaching. She instructed a College level course in Psychology of learning and in 2010, taught Criminal Justice at Columbia High School for 2years.

After dealing with years of family member’s substance abuse addiction and involvement with being incarcerated, she felt with her background that she could become an asset in the field of addiction and criminal behavior. Tera Perry has been employed with Unlimited Path since 2013 starting out as substance abuse counselor. She later obtained her CAP as a Certified Addiction Professional and was promoted to Program Director, where she was involved with Re-Entry efforts for 432 male population at Gadsden and Baker Re-Entry Facilities. Currently she is the acting Central Regional Director for 6 Correctional Facilities providing oversight and guidance to other Program Directors and Staff.

Shelia Randolph

Executive Director


Shelia has been with Unlimited Path since its inception. She graduated from Park University with a BS in Social Psychology. Recovering from the disease of addiction since 1989, she has dedicated her life to helping others still suffering. Since 1995, she has been committed to providing substance abuse treatment and re-entry services to offenders prior to release from the Florida Correctional System.

Shelia is a Certified Addictions Professional, Thinking for a Change Facilitator and a Certified Batterer’s Intervention Facilitator. She serves as the grant and proposal writer, growing the company into the business it is today. She also administers all the financial and personnel responsibilities for the agency, approves and writes operating policy and procedures, program design, and program scheduling.
